Article Summary – The Future Of E-Governance
The article evaluated the concept of E-government over a period of 10 years, looking at the contemporary challenges of E-government and also creating a study of how the concept as well as its challenges and difficulties as evolved into becoming a global point of concern within a period of 10 years.
Projecting on the reality that E-government had moved from being a household issue into a global phenomenon, there was need for inter-governmental relation and interaction on the future of E-government and this led to the realisation of the OECD E-leaders conference.
In 2008, the Dutch government hosted a meeting which was targeted at bringing together the key players of E-government in each OECD countries to discuss, plan and make projections on the future of E-governments between member states.
During the course of the meeting, the fact that E-governmental activities rest largely on the development of Information and Communication Technology (ICT) was discussed which made it clear that the concept of E-government would do well in technologically advanced societies than in third world countries with relatively poor level of technological development.
The need to improve governmental understanding of users particularly in the aspect of public service delivery through E-government was also discussed at the meeting and focusing on the need for the Government to not just identify public needs but also ensure that public needs are met regardless of if such services are made available online or not.
Personal Review
• Information Communication Technology (ICT) is the major drive of E-government therefore the action and reaction of E-government would be largely dependent on technological development and advancement. In essence the governmental capabilities to develop and improve on Information Communications Technology would remain a challenge to the implementation of E-government in global societies.
• The level of technological development varies from one society to another therefor the issue of digital divide would be another contributing factor to the effective implementation of E-government in very many societies.
• From the study I was able to understand that the implementation of E-government goes beyond just making governmental services available online. Focusing on public service delivery as a major responsibility of the government to the public it is therefore a governmental priority to ensure that the provision of public services whether or not these services are available online.
